Chemicals

The objectives in this sector are:

  • Mutual understanding on the issues and regulatory tools of chemicals intensifies and deepens
  • Improvement in the capacity of the GoI to deal with chemicals, in accordance with commitments made under international conventions
  • Input for policy framework enhancement delivered
Expected results are:
  • Enhanced knowledge on management of chemicals in India
  • Input for enhanced policies, legislation, regulations, and tools for chemicals management in India provided

Activities for the chemicals sector are:

2.1 Prepare a detailed activity plan and necessary background information on the chemicals sector in India and internationally. Completed

2.2 Convene a focus group of key stakeholders to provide up-to-date insight in the barriers to effective chemicals management, and to give further direction for activities and focus of workshops. Completed

2.3 Train trainers for MoEF personnel and state pollution control officials on International and European legislation (e.g. Stockholm-, Rotterdam-, Basel Conventions, SAICM, and REACH) as a contribution to framing national chemicals management policies and also build capacities by carrying out training within and outside their offices. 2.4 Convene meeting to consider feasibility of and need for an inventory of chemicals in India based on the European experience. Completed

2.5 Provide advice on risk assessment and on the mutual acceptance of data in the chemicals sector, leading to specification and preparation of practical guides or manuals on management of chemicals (Vapi, Kolkata, Bhopal. On-going, March-May 2010

2.6 Conduct a travelling seminar (road show) to improve awareness of chemicals management and health impacts in Nagpur, Ahmedabad and Lucknow Planned, Sept-Nov 2010

2.7 Preparation of a short paper on what elements in REACH may be useful for India.  On-going, December 2009-April 2010

2.8 Train trainers for MoEF personnel and state pollution control officials on international and European legislation as a contribution to framing national chemicals management policies and also build capacities by carrying out trainings within and outside their offices - repeats Activity 2.3 for new trainees in additional locations.
